About Rosemary

Rosemary Crawford is a 28-year attorney, who received her Juris Doctor from the Georgetown University Law Center, and her Bachelor of Arts from Rhodes College.  She serves as a Chapter 7 Bankruptcy Trustee for the Western District of Pennsylvania.  She ran for judge Allegheny County Court of Common Pleas in the May 2013 primary and garnered over 21,000 votes.

As Chapter 7 Trustee, Rosemary serves a quasi-judicial role presiding over thousands of complex bankruptcy meeting of creditors, and she handles case administration, including litigation.  She has extensive experience in civil litigation, family law, and employment law as well as bankruptcy, and appellate practice.  In particular, she successfully argued a precedential matter before the Third Circuit. 

Rosemary is a member of the Bankruptcy Court Mediation Panel, and is a certified Arbitrator for the Western District of Pennsylvania and the Better Business Bureau.  She is a member of the Mediation Council for the Western District of Pennsylvania, the National Association for Community Mediation, and the Pennsylvania Council of Mediators.  Rosemary has served on the Boards of the Allegheny County Bar Association, the Pennsylvania Bar Association, the Women’s Bar Association, and the Homer S. Brown Association.   She is Past Director of Legal Resources at the YWCA.  During her tenure she trained pro bono attorneys in the region on the divorce process so that they would be able to serve.  Rosemary also provided pro bono representation to indigent individuals in protection from abuse matters. 

She has practiced with some of Pittsburgh’s finest law firms – McGuire Woods, LLP, Tucker Arensberg, P.C., and Pietragallo Bosick & Gordon, where she represented Plaintiff and Defendants in Employment Law.    She also served as a Trial Attorney with the Department of Justice where she successfully litigated Vaccine Litigation cases.  She served as an adjunct Professor of Employment Law at the University of Pittsburgh Law School, and has taught Criminal Procedure and Business Law at the Community College of Allegheny County.  Rosemary was selected by The Honorable Donetta Ambrose, then Chief Judge of the Western District of Pennsylvania to serve as a Member of the Federal Rules Advisory Committee for 2000-2001.  As a Member of the Committee she was instrumental in forming the rules governing our region.  In particular, the Committee focused on the Mediation process in the Federal Courts, which impacted present day Mediation procedures.  Rosemary is a certified Mediator through the CVVC Dialogue and Resolution Center and she has attended Master Mediation Programming.  She also successfully completed the BBB’s multi-day Arbitration Training Course and in 2012 was certified in Conflict Resolution & Mediation by CVCC. Similarly is a certified arbitrator with FINRA.

Rosemary has been recognized for her achievements and service as a recipient by her community with the following: nominated for a 2015 Athena Award, nominated for the 2015 Circle of Influence Award, 2014 AALA Person of Influence, 2012 Alpha Kappa Alpha, Inc. Service Award, the 2011 Own Woman Network Award, the 2009 Women and Girls Club Art of Justice Award, the 2009 Pittsburgh Courier 50 Women of Excellence, the 1998 Outstanding Young Lawyer Award, the Special Achievement Award for sustained superior performance by the Department of Justice, and the 1999 Top 40 Leaders Under 40 by Pittsburgh Magazine.
